The relevant taxing authority sets tax rates. The Waller County Tax Assessor-Collector does not establish these rates. Tax is calculated based on every $100.00 of value.
The county provides this table of property tax rate information as a service to residents. Each taxing unit is responsible for calculating its specific property tax rates, as listed in this table, and providing that information to the county.
The governing body of each taxing unit decides the adopted tax rate.
The maintenance and operations rate is a portion of the adopted tax rate that funds maintenance and operational expenses for the upcoming year.
The debt rate is the part of the adopted tax rate that covers the unit's debt service for the following year.
The effective tax rate is the rate that would generate the same revenue this year as the previous year's adopted rate did on property taxable in both years.
The effective maintenance and operations rate is the rate that would generate the same revenue for maintenance and operations this year as the previous year's rate did on property taxable in both years.
The rollback tax rate is the maximum rate a taxing unit can adopt without requiring voter approval at an election. For units other than school districts, voters can petition for a rollback election if the adopted rate exceeds this limit. For school districts, an election is automatically triggered if the district adopts a rate higher than its rollback rate.
