No renewal notice? No problem. You can still renew in person or by mail — just include your license plate number, proof of insurance, and check. Be sure to check fees to get the correct amount!  Also, be sure to include your phone number and Driver License Number on your Check.

First of all, welcome to Waller County!

To register your vehicle in person, bring your registration renewal notice, proof of current liability insurance, and your driver's license that shows your Waller County Address.

To Title your vehicle if moving from another county to Waller County you will need:

1. Title signed by Seller on the back

2. Title Application (130U)

3. Lienholders name, address, & the date of the lien MM/DD/YYYY

4. Proof of insurance 

5. Your Driver License that has your WALLER COUNTY ADDRESS (NO Exceptions)

You will need the following to title and register your vehicle in Texas:

1. Out-of-State Title or Registration

2. Title application (130U)

3.If never titled in Texas you will need a VTR-68A (CALL 979-826-8282)

4. Lienholder's name, address & the date of the lien MM/DD/YYYY

5. Proof of insurance 

6. Your out-of-state Driver's License or ID

7. Proof you live in Waller County. (Electric or Water bill)

WHAT IS THE STATE PENALTY FOR LATE VEHICLE REGISTRATION?
State law stipulates that if you received a citation for expired registration, there is a 20% penalty added to your registration fee.

I'VE LOST MY CURRENT RENEWAL STICKER. WHAT SHOULD I DO?
Bring in your license plate or VIN number to get a replacement sticker for $6.50

WHAT DO I DO WITH THE RENEWAL NOTICE I RECEIVED FOR A VEHICLE THAT I NO LONGER OWN?
Obtain a Transfer Notation Form (VTR-346) from the Texas Department of Transportation web site to fill out and mail to the address on the form. This will relieve you of responsibility for the vehicle and flag the official record for the vehicle with the remark vehicle transferred.

HOW DO I REGISTER A VEHICLE THAT BELONGS TO SOMEONE ELSE?
You will need the following:

  • The title or a power of attorney referencing the vehicle, authorized person, and whether a ticket for expired registration has been received.  You can also get a Release of personal information form.
  • Photocopy of the titled owner's driver's license.
  • Proof of current liability insurance meeting Texas coverage requirements.
  • registration fee.

IF I REGISTER MY CAR, WILL I GET ARRESTED IF THERE'S A WARRANT OUT FOR ME?
No. The Tax Office is not a law enforcement agency.

HOW LONG DOES IT TAKE FOR AN ADDRESS CHANGE TO BE PROCESSED?
Address changes are done through the Texas Online and will normally appear within 48 hours.

WHERE DO I REGISTER NOW THAT I NO LONGER LIVE IN WALLER COUNTY?
You must register at the County Tax Assessor-Collector's Office where you now reside.

 I lost my title.  How do I get a duplicate title?                                                                                                                                       Complete the Application for Certified Copy of Title which is available at either Waller County Tax Office. Make sure it has been signed by the registered owner(s) or lien holder. Mail the form and the $2 fee (no cash) to the address shown on the bottom of the form. For same-day service, an owner, lien holder, or verified agent of either may apply at a VTR Regional Office and pay a $5.45 fee. These applicants must provide valid personal identification that includes a photograph issued by an agency of the State of Texas or the United States government. If a person is acting as an agent, he or she must provide proof, verifiable by telephone, that he or she is authorized to pick up the copy of the title. Otherwise, the application will be held for four days before the copy is issued and mailed.  You may obtain this form from the TXDMV website.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                             I am disabled and would like to obtain license plates with the international symbol of access.  What should I do?  

Texas law allows disabled residents to obtain either a) one set of plates with the international symbol of access plus one placard, or b) two placards. A placard may be displayed in any vehicle being used to transport the disabled person. If the vehicle does not have disabled-person license plates, the law requires that the placard be displayed on the rear-view mirror whenever the vehicle is parked in a disabled-person parking space. A disability statement form is available from the Montgomery County Tax office. The applicant's physician must complete the form; have it notarized and/or provide a written prescription. There is no charge for permanent placards. Placards must be renewed every four years. There is an exchange fee of $1.30 (+ $1.00 processing fee if done through the mail) for a set of disabled-person license plates, if the registration is current. Additional sets of disabled person plates may be obtained for vehicles specially equipped for operation by a person who has lost the use of one or both legs.

Temporary placards are issued for 6 months and the fee is $5.00. 

For more information on disabled person placards and license plates, please see the Frequently Asked Questions About Disabled Person Placards/License Plates provided by the Texas Department of Transportation.                                                                       What should I do if my license plates are damaged or stolen, or I need to replace a windshield validation sticker?                  You can obtain replacement plates or validation stickers at the Montgomery County Tax Office. If your plates are damaged or you are only missing one plate, then you will need to bring in the registration sticker off the windshield AND the remaining license plate(s). You must also bring in your current registration receipt and fill out a replacement affidavit. There will be a $6.50 fee.                                                                                        Is insurance required to purchase a one-trip or 30-day permit?       Yes, insurance must be on the vehicle the permit is for, unless it is a trailer.                                                                                                                                                                                                                                    What does "Registration Purposes Only" mean?  What are the circumstances for this type of transaction?                                                          " Registration Purposes Only" means that the vehicle is registered, but not titled, in Texas. This type of ownership document may be requested when a vehicle that was registered or titled in another state is subject to registration in Texas, but the owner or operator cannot or does not wish to surrender the negotiable out-of-state evidence of ownership in order to obtain a Texas negotiable title.                                                    

 

HOW MUCH DOES IT COST TO TRANSFER A TITLE?
All transfers vary; please bring all necessary paperwork to our office to determine the complete fees.

I CAN'T FIND MY TITLE. HOW DO I APPLY FOR ANOTHER?
Go to the Texas Department of Motor Vehicles website for Form VTR-34 and details, or you may pick the form up from our office.  Only Regional Offices can print titles.

HOW DO I CORRECT AN ERROR ON A TITLE?
To correct an error on a title is complicated. Please e-mail taxoffice@wallercounty.us or call (979) 826-7620.

MY NEW CAR DOESN'T HAVE A TITLE. WHAT SHOULD I DO?
You will need to complete a bonded title application.  You can come to the tax office and pick up the packet or email us at taxoffice@wallercounty.us.

HOW DO I TRANSFER A TITLE OF A VEHICLE THAT BELONGED TO SOMEONE NOW DECEASED?
If the deceased left a will and the will was probated, you'll need certified copies of the Will and Muniment of Title or Letters of Testamentary from a Probate Court.  If the was no will, and no probate was done, you'll need to obtain an Affidavit of Heir ship form VTR-262, signed by all heirs and an Affidavit of Gift Transfer form 14-317 notarized.

HOW DO I TRANSFER A TITLE ON A VEHICLE NOW THAT I'M DIVORCED?

If you have been awarded a vehicle through divorce, bring a certified copy of the divorce decree to begin the title application process.  

I HAVE PAID OFF MY VEHICLE. HOW DO I GET A NEW TITLE?
To get a title with no lien showing in the computer and on the title, you must obtain:

  • The Original Texas Certificate of Title, or a certified copy of the original showing that the lien has been released and the date on the front of the title.
  • Form 130-U (Application for Texas Certificate of Title).
  • $33.00 Title fee.

Please mail all of these documents or bring them to one of our tax office locations, and we will assist.

 

DOES THE TITLE HAVE TO BE NOTARIZED?
No.

 

CAN I GIVE MY VEHICLE TO SOMEONE?
Yes, you may give your vehicle to a parent/stepparent, grandchild, guardian, child/stepchild, sibling, grandparent, or a decedents' estate.

Ag/Timber Exemption Forms

All homemade/shopmade trailers without the vehicle identification number (VIN); must have a number assigned to it before the Waller County Tax Office will register or title the trailer.

The first step is to have the trailer inspected by law enforcement (normally an auto theft unit) and they will complete an application for Assigned or Reassigned VIN, (Form VTR 68-A).

Once you have the inspection by law enforcement you will submit the following documents to the Regional Service Center to apply for a VIN number.

1. A photograph of the trailer
2. Application for Assigned or Reassigned VIN (68-A)
3. Trailer Verification Statement Of Fact (141)
4. Weight Certificate (Waller Rice Drier 2703 Washington Waller TX 77484   936-372-3624)
5. Inspection for trailers of gross weight of 4500LBS or more
6. $2.00 Fee

If approved the Regional Office will return all your documents along with a Notice of Assigned Number or Installation of Reassigned Vehicle Identification number. (VTR -68-N). This form will have a trailer number that you would have die stamped or welded to the trailer frame.

Once you have done all the above you will go to your local County Tax Office and apply for the title or registration.
